There are cases where sticky note comments appear as gibberish when opening a reviewed exam file.

Why does this happen?
The gibberish display occurs when the PDF file is opened using a web browser (such as Chrome). These browsers do not correctly display the Hebrew format used in such comments.

How to fix it?
Simply open the file using a PDF viewer, such as Adobe Reader, Foxit Reader, or many others.
